Defending Institutions Committee Resources on CDC Reorg, RIFs and Funding Cuts

The Defending Institutions committee has been developing resources related to the impact of the HHS reorganization plan on CDC along with talking points. The committee is working with a group of retired CDC employees on these. We are also sharing a table developed by Noam Ross including all the CDC and SAMSHA cuts to states. While we work on other action items, we hope DPH members will use this info to contact their members of Congress during the current two week recess. Note: Info comes from both the PDF of cancellations published by HHS, and USAspending.gov.  The numbers of funds obligated, spent, and remaining do not always align.  In working with NIH grants, we found that USAspending.gov was more accurate, particularly when dealing with sub-awards, but it's unclear which is better in this case. Both are included. Columns are prefixed with `usa_`, or `hhs_` to distinguish them. HHS's numbers are what they claim,  at least, and it's not orders of magnitude difference.
