Scientific research and evidence-based public health are under attack by the Trump administration and its allies in Congress. The attacks on science and public health are well-documented. However, the Administration and its allies in Congress have not stopped at cutting budgets, terminating grants, eviscerating agencies like the Centers for Disease Control and Prevention and the National Institutes of Health. They are waging a war on individual scientists, through public harassment, arrests, criminal indictment, and ongoing threats of prosecution. Let Congress know these attacks must stop!

On May 29, 2026, the Office of Management and Budget issued a proposed new rule for federal grants with breathtaking scope, impacting every grant issued across every department and agency of the federal government, including Health and Human Services. It would politicize the awarding and continuation of grants and regulate the non-grant activities of those receiving federal funds.

This proposed rule would undermine congressional authority, cause chaos for private institutions and state and local governments that receive federal funds, and effectively codify Trump administration executive orders attacking transgender people and DEI.

The President’s Emergency Plan For AIDS Relief (PEPFAR), launched in 2003 by President George W. Bush, is one of the most successful global health programs in history. Yet PEPFAR is under threat from the Trump Administration, which has already undermined the program by dismantling the U.S. Agency for International Development (USAID) and refusing to spend all appropriated PEPFAR funds on time. Now, the U.S. State Department has released guidance that would eliminate the Centers for Disease Control and Prevention (CDC) as a major PEPFAR implementer.

The Office of Management and Budget has instructed the Centers for Disease Control & Prevention to claw back $600 million in public health funds previously awarded to programs in the Democrat-led states of California, Colorado, Illinois and Minnesota, citing “waste and mismanagement.” These nakedly political cuts will devastate funding for core public health infrastructure that keeps Americans safe.
