After a year of relentless attacks on the health of Americans from the highest levels of government, Defend Public Health believes it is critical to not just fight back against those attacks, but to articulate a positive vision for what U.S. public health can and should be in the future. In our view, we can't just rebuild what has been broken. We must build something better that truly gives everyone in the U.S. access to what they need for a healthy life.

The President’s Emergency Plan For AIDS Relief (PEPFAR) is one of the most successful global health programs in history. Launched in 2003 by President George W. Bush, the program is being quietly dismantled behind the scenes. Primarily the U.S. Department of State has failed to release funds already appropriated by Congress to CDC and other implementing agencies. Without congressional action, CDC’s PEPFAR program will run out of funds by June 2026, potentially leaving millions without life-saving HIV treatment.

The Office of Management and Budget has instructed the Centers for Disease Control & Prevention to claw back $600 million in public health funds previously awarded to programs in the Democrat-led states of California, Colorado, Illinois and Minnesota, citing “waste and mismanagement.” These nakedly political cuts will devastate funding for core public health infrastructure that keeps Americans safe.
